Society (n.) Equal parts of beggar, baker, bureaucrat, and bandit.

The beggars aspire to cash in their pockets, and prefer a state that pampers them. The bakers aspire to selling more bread, and prefer a state that creates prosperity. The bureaucrats aspire to a shorter week, and prefer a state of Law and Order. The bandits aspire to more luxuries, and prefer a state of chaos, in which they can steal more. The bureaucrats consider the beggars as a nuisance, the bakers as naive, and the bandits as masters.
